What to do about unbloomed bulbs?

I have a large planter (19 "tall, 22 inches deep and 52" long). It has tulips, Daffodils and I think some iris it - i he inherited. One daff. flowers about 2 or 3 tulips. All I have right now is green leaves. I see not even a sign of a stem or flowers of any kind. I do not know if something happens to come from them. Any thoughts? i Last year, planted basil and probably will again, but I do not know when to give up the green and then what to do. I'm just digging up the bulbs and planted in pots? I wonder if maybe they are not getting enough sun where they are, but if the other flowers, why not the flowering of these? Thank you for all the answers.
