How can I pay a parking fine international?

October 7th, I received a parking fine over Delft, Netherlands. Place car rental told me not to pay, the council now there keep sending me bills, and they become larger. The problem is I can not read the bills as they are in Dutch! As the site. Does anyone know if there is an easy way to pay the fine??
